As the head of IT services, your mission is to ensure activities related to technology and information systems services. Under the responsibility of the Principal Administration Director, your role is to manage, plan, organize, evaluate, and supervise all daily operations.
Analyze and act as a consultant and functional expert for the management and managers of the organization on strategies and actions to be adopted regarding technologies and information systems
Work closely with the legal team to ensure compliance with the federal and provincial laws, standards, and procedures required by the provinces (New Brunswick and Quebec) related to technologies and systems
Ensure the data management framework, security management;
Negotiate with suppliers (service agreements, equipment purchases, etc.) (does not sign)
Plan, coordinate, and ensure the smooth execution of all IT equipment setups and reconfigurations across all Portage centers in collaboration with the relevant resource persons and the material resources team;
Supervise IT projects, including the coordination of resources, materials, and equipment, and ensure that technical requirements are met and that work is carried out according to schedule and budget
Prepare and supervise the budget, schedule, and expenses of the IT department as well as related projects
Advise and coach all staff and managers in the design, development, implementation, operation, and administration of computer software, networks, and computer systems
Coordinate and supervise user support and training
Manage a team composed of analysts, IT technicians, network administrators, and other temporary employees if needed
Plan, organize, direct, supervise, and evaluate all activities related to computer systems and electronic information processing
Design, evaluate, and recommend policies and procedures related to information technologies and systems to promote operations and the evolution of electronic data processing
Responsible for Portage’s information security policy
Participate in the accountability process with the Ministry of Public Health and Social Services of the different provinces and other Ministries

Inform the relevant managers about the TSI impacts on business processes
All other tasks or projects related to the role of Head of Department.
Bachelor’s degree in computer science, management information systems, or an appropriate related discipline, or equivalent experience
Minimum 10 years of overall experience in IT including system analysis, data administration, software engineering, network design, programming)
Minimum 3 years of experience in project management
Minimum 5 years of experience in managing a work team
Capable of working in an SQL, .Net, Microsoft Server environment, Sonic Wall networking, and with good experience in Cloud; Microsoft 365
Excellent knowledge of French and English (spoken, written)

Job Type: permanent, full-time, 35 hours per week
Schedule: day shift – Monday to Friday
Salary: to be discussed according to experience
Travel: about 5 % of travel, outside of Montreal (QC and NB)
