Reporting to the President, the Senior Director of Finance and Administration will act as key business partner on the organization’s management team. As a member of the Executive Committee, he/she will lead the functions related to financial management, working capital, management accounting, risk management, and operating cost control in order to ensure the development and financial health of Portage. He/she will ensure that the financial performance of operations is analyzed in order to identify activities where improvements can be made. In addition, he/she will actively participate in the definition, execution, support and monitoring of the strategic plan. Finally, he/she will ensure the relevance and proper functioning of financial and business tools and processes in addition to maintaining an effective control structure to reduce business risks.
The Senior Director of Finances and Administration plans, coordinates, supervises and controls the proper running of the organization’s operations. In accordance with the strategic plan, he/she develops, implements and assesses improvement methods and is responsible for maintaining a work environment that is conducive to efficiency and teamwork. He/she determines mid- and long- term strategic orientations as well as periodic operational objectives
Acts as an expert advisor to assist senior management, the Board of Directors and senior staff in matters of financial management and ensures the management of strategic risks and opportunities in order to prevent potential problems and ensure the financial health of Portage;
Analyzes financial performance and the effectiveness of procedures according to the organization’s objectives and proposes solutions to ensure the organization’s development;
Ensures the accounting, financial and fiscal management of Portage;
Directs and coordinates the annual budget process and participates in the implementation of the necessary management tools, monthly follow-up, monitoring of commitments and reporting of variances to ensure operational excellence;
Directs the execution of the entire accounting cycle and prepares and verifies the issuance of financial statements, management reports and strategic dashboards with the assistance of the controller;
Effectively manages cash flow and ensures that the company meets its financial obligations;
Ensures that financial reporting is done and establishes procedures and policies to improve reporting;
Develops and maintains excellent business relationships with financial institutions and financial and regulatory authorities;
Optimizes the efficiency of accounting processes to generate and produce financial information in a timely manner, with the objective of quickly comparing actual and projected results;
Ensures compliance with policies and procedures and that appropriate controls are in place to meet all financial reporting and tax law requirements;
Follows up on annual independent audits;
Develops orientations, strategies and action plans, and ensures their implementation and assessment;
Works in close cooperation with the president, clinical director-general and all corporate
departments to carry out the organization’s mission;
Oversees the design and implementation of projects in the centres;
Exercises a direct influence on external partners by representing the organization at different public events;
Represents the organization with government departments and partners in various provinces;
Directs and supervises the activities of the organization’s corporate departments (finance, IT
management, quality management);
Helps to develop mechanisms to implement internal and external control projects (Accreditation Canada, quality, auditors, etc.);
Helps negotiate service agreements with other establishments or organizations;
Proactively monitors the centres’ service contracts;
Ensures compliance with the budgets, financial framework and material resources of the departments under his supervision;
Ensures the centres produce performance indicator reports;
Advises and supports managers in their efforts to ensure ongoing quality improvement;
Sits on various committee, including the health and safety, finance, training, vigilance, and risk committees;
Sees to the archival management of residents’ records;
Prepares periodic operational statements for submission to the board of trustees and executive committee;
Fosters a culture of teamwork and excellence within the
Minimum of an undergraduate degree in finance, business administration or other related field with an accounting designation;
Minimum 10 years of experience as a manager in the finance function,
Ideally, have a good knowledge of the laws, government agencies and structures that interact with the various rehabilitation centers;
Knowledge of the provincial and federal health care system;
Knowledge of continuous improvement and quality methods (Lean, ISO, Six Sigma, Kaizen, );
Excellent communication skills in French and English (written and spoken);
Good knowledge of legislation, organizations and government bodies that interact with different rehabilitation centres;
Advanced experience in quantitative discipline, risk management, accounting, administration, management information;
Experience with the Canada accreditation process, an asset;
